95th Congress updates the goggle register

The 95th FIMP Congress has approved additions to the register of Category-5 blackout goggles in Appendix E of the Code. Approved goggles must transmit less than 0.005% of light, and are fitted and sealed by an Ocular Integrity Judge before every Marco chukka in a final.
